The Royal Iris was the ferry that travelled on the Mersey until 1993 (I think.. I was only 2, I wouldn't remember!) when it was sold for a night club. The Beatles performed on there, on the ferry, as well as many other bands from Liverpool such as Gerry and the Pacemakers. Also the term "Mersey Beatin'" - Mersey Beat was a genre of music that was basically a collective name for the bands from Liverpool.
The song is obviously about the Beatles and Paul's involvement with them long ago. Legend of a song!
