I think that line might mean that when you grow up in a certain place, it doesn't seem as bad because you become used to it, and even though you know it's not ideal while you're there it seems better as you move on into worse things. [or merely different things, for isn't the world just as bad as an orphanage? but she was used to the orphanage.]
