the "long time since i've step outside to the morning sun" seems like a reawakening or feeling something again likes it's the first time...perhaps getting on with life.
For some reason it seems like most people can't grasp what the metaphor of "stepping outside" means, though it seems very obvious to me. Using drugs like heroin to medicate depression, anxiety etc. is similar to locking yourself up in your house or wherever, it dulls your emotions and disconnects you from reality. When he talks about stepping outside to the morning sun I imagine that he means he hasn't been able to enjoy normal life in so long because of the heroin abuse, maybe he is implying that there are parts of reality which are enjoyable, hence referring to...
