I don't think this song is about anything particularly deep, just about desire for someone. "Rain falls for wind" could be interpreted as a way of saying "I would do whatever you want me to", replacing the protagonist and the object of his desire with "rain" and "wind" just because it's pretty imagery (I am the rain and you are the wind beneath me, or some such).
It's by far the most beautiful song the band have done, anyway.
