I think Isis here is using mosquitoes as a symbol for mankind and society. Just look at how he uses "mosquito control" and "population control" almost interchangeably. War, genocide, etc. are the "mosquito controls" in the human world. We live under the swatter, ready to be snuffed at any point by those who control our populations. It uses a lot of mosquito imagery but personifies mosquitoes by giving them a voice, skin, a tongue, furthering the comparison to people. The whole "Suck me dry/Bleed me dry" thing refers to man as a parasite, sucking the life out of one another for a survival-of-the-fittest lifestyle.
