but i think it's meaning is sad.
the girl is crying throughout the song.
and at the end "they're meaner" - her eyes.
so either there's some problem between them or something going on with her.
and he tries to listen to her explaining what's wrong but he fell asleep, but at first he was a bit annoyed because he didn't hear the beginning of this song.
so he keeps saying he needs to start the song again, as if to say to start listening to her again because he fell asleep trying to listen to her again.
the whole "start over" thing is a pun:

he wants to go back in time and listen to her again from the beginning.
