I think 'What The Sea Wants, The Sea Will Have' is a (neo) concept album. SB likes using the sea as an analogy.
The cover art is inspired by 'The Rime Of The Ancient Mariner'. I was reading that poem today and I came across many references to it in this album. Besides the obvious ('The Albatross'), there is a verse in the poem which reminds me of the first line or two of 'Queen Of Apology'.

And all the boards did shrink
Water, water, every where
Nor any drop to drink'
I adore this song, it's gorgeous.
