To me the song is basically about a girl a guy once loved( an ex maybe) that is starting to temp him once again, even though the guy knows that the relationship is not worth it.

The lines "How are things on the West Coast" implies they have been seperated and they meet each other again as the speaker cant stop watching the girl dance

However he realizes the folly of being lured back into a relationship that had some problem. "Ive tried the brakes" but he acknowledges that ignoring her will be a "lonely ride." He has a chance for a "sweet saint life" that is being threatened by the renewed feelings he has for the girl. This conflict within himself is causing his "heart to swing"

And for the title of the song, my interpretation is that it is referring to a brutal type of "Heimlich Manuever"(Heinrich Himmler was leader of the SS in Nazi Germany). This is symbolic because he is trying to expel the girl that is causing a "lump in his throat" and choking him.
