The song is most definitely about a psychedelic experience. The mutilated lips, tentacles, etc., are just the bizarre, indescribable feelings and thoughts that are involved with psychedelic drug use. During the trip, his mind is shifting from images and feelings of tentacles, to Haile Sellase I, to "tap dancing" on the world (a fairly believable trip). I think "take my hand you ugly girl" is saying that he realizes that true beauty is within, and all is beautiful, even an ugly girl. As for the midget provoking violence, I think it is a reference to the song Mourning Glory on the album Pure Guava. In this song, someone (Gener?) is on a (morning glory?) trip talking to pumpkins, and a "little man" is cussing them and berating them for using drugs. Maybe this song is saying that in their early days, they didn't understand drugs as well, used them irresponsibly, and didn't get the right message from it. Maybe they say, "Midget man provoking violence - listen not to what I said" because they now have a better and deeper understanding of psychedelic experience and want to say they were wrong or misguided before. I think this is a very deep song and can be understood a lot better by people who have tripped before.
