I'm a fledgling sound guy ... to me it sounds like feedback starting to creep in.
I always thought that it was the guitar effect. The "wowuh wowuh wowuh." Not at all Whammy, I wanna say slight Tremelo, but I never saw it as annoying. Now when I listen, I kinda find it irritating just because of all the stuff being said about it in the comments, but it's not too bad of a sound.
