"From a father to his daughter

This is him being the Father from that story, and he want's his daughter to come back; he's waiting with open arms.
"From a sinner to his Maker
Your prodigal’s son is on his knees"
This is him crying out to God, and now he's the son, and he is running to God who has his arms open wide.
