i think she is saying goodbye to someone who just died. She is saying that they never got round to acutally saying 'i love you,' and she thought that he loved her, but now that he's gone she won't ever know.
But i think she is saying that its got to a point that she is finally saying goodbye, knowing that this was destiny, something to make her stronger, having such strong love and then being able to say goodbye to it.
