he's drawing some very obvious parallels between himself and the tree, both being suffocated by their environment. the tree's growth is restricted and stunted because of the smog and "grey of the city". he speaks about looking out of a window, and the hook is 'there is a world of pain', so i guess he sees the outside world as gloomy and oppressive and opts to stay indoors.
and now for a silly conjecture: the rain he's talking about is acid rain from the polluted city which is harming the tree.
