Alright this is entirely my interpretation, but I think its exactly what its about...:
The author sees ether as something that the person in power or of leadership has poisoned the people with... to numb them to the dictators lies so they will live under him or her(metaphorically of course...for example kind of like Christabella in the movie Silent Hill)
and they are rising as the ether is fading and they realize (if without the metaphor just simply realizing) that their lives are being lead by someone in a so-called 'higher class' than they are and they are plotting to fight back..
the song says this in the lines, "all rise elitists all rise up inside", and ,"i see it its true yeah, your through"
Because The Distillers often talk about fighting back in their songs =D
By the way you forgot the line, "Take it away, Kimi!"..lol I love that part and the bass solo.
