I think this song is about a young girl who has been to California and finds solace in those memories after the summer ends. She is consumed by the yearning to the point where she is completlely isolated from the world "outside of CA".
It's said in the lyrics that she IS dying & my opinion is that as she recieves the doses of medication, she goes back to her memories of CA to deliver her from the pain she feels.
She just needs to fly. She wants to be free from the suffering of her disease. I'm not sure if I'd be right in assuming this, but I think she dies and the last stanza of the song relfects her in all her glory, finally at peace in California.
