I interpret this similar. But if the lyrics are right then the girl's gotta be a member of this "gang". He's telling her to "keep on the balaclava", so this means she has one, too.
She seems to like him because he "baffles 'em straight" and because he likes "a bit of trouble".
She falls in love with him, asks him to take off the balaclava (to kiss? to end the gang-being?), but for him "causing troubles" is more important and so he's keeping the balaclava on and asks her to do the same.
I don't get it why he "won't let her out of sight" though.
