This is one of those beautifully depressing songs. I think she is emotionally drowning as well, always fighting but then she just gives up. To me it has always represented suicide. The part where she says "You said that you could hear bells in the traffic below
I could hear sirens and car engines fighting the snow" I always imagined her being able to hear those things but not clearly at all like more muffled, like she is getting further and further away from life.
