Excellent link to that, but not the only interpretation. Could well be a reference to, as stated, a bitter break-up.
"A little revenge and this too shall pass"
The overwhelming desire for vengeance on behalf of Americans, and in particular, New York area people, could easily refer to this. That said, in a bitter breakup, how often do you want some sort of revenge or payback to befall your scorned lover?

It's hard to swallow, come time to pay
That taste on your tongue don't easily slip away"
Great reference to our quest for revenge following that which allowed Bush's push into Iraq. Especially for those who blindly followed and still do follow Bush and his enablers, there is bitter truth in these words, especially for those who believe in a God.
As to a relationship, it could be his advice both to himself and to his love lost.
The repeated affirmation of "It's alright" is him letting it go and knowing that he'll be the better for it. It's advice we could all use.
