I think its when everything u know is coming apart and u want to do something about it but u cant do it alone because "the weight behind the hand that holds us is strong" meaning a big force is holding u back (govt) so u look to gather like minded individuals to help but when it comes time to speak up "the sound of there tongues being bitten is all that i hear" means no one is saying anything and u just call out to anyone that will listen.
