The very first line is the only one I'm unsure about- what it sounds like he's saying doesn't make sense. But here's the rest of it:

According to Paul Van Dyk's Wikipedia page, this song was written in response to the tsunami in southeastern Asia a few years back. The song is about the death of a loved one and still feeling a connection to them after they're gone.
