By my own humble interpretation, and based on what I know about the band and where they come from, this is a song about acute small-town-itis.
The writer is talking about getting stuck in one place and in one mode of your life. Becoming confused about where and how we continue forward in life. A rut that's so easily fallen into. And "the blanket of this city will never make you warm" is saying that staying in your small town hell will never make you happy. Stop retreading the worn pages of our past happiness as kids and teenagers. Move on.
