The lyrics are pretty straight forward as to what the song lyrics mean. Sam's talking about listening to all these songs, and hearing these stories about great times/moments in other peoples lives and he feels he doesn't have anything to reflect back on and be like "wow, that was awesome". Or just some moment in time that will always bring a smile to his face. You obviously can't go back in time (unless you're Michael J. Fox..ziing) so time won't let him go back, but if it would, he would take the chances he didn't, he would be more proactive than reactive. Really it's a song about regret.
