Anyway.... this woulod appear to be set in wartime England (I know that technically the album is abot noughties London, though).
The woman in the first verse is hanging out pieces of bunting she made herself for a party. The subject of this song (female) has moved to the country for a better life. A male relation of hers is fighting in a war and is waiting for him to return..... but he never did :(.
(The last verse is perhaps being told from the dead soldier's viewpoint).
