The 'rails' part being the rails of the stairs.

@flavour country Ageed. That passage definately is about Winston and Julia getting caught. The Whole song is based on their story, and the title "we are the dead" is something that Winston says a few times, meaning that they are the walking dead. Sooner or later they will be caught and eventually killed.
