The lyrics are fairly ambiguous, but what I got out of it was somewhat romantic. Well, related to love anyway. I don't think he's actually with the object of his effection. I think he's been trying to be with her for a long time, and maybe once or twice she gave him some small sign... a single kiss, maybe sitting close while watching a movie... but for whatever reason, she never wanted to go beyond that.
He, however, is still quite smitten with her, but he's on the brink of realizing it's not going to happen. Hence the hours have been wasted, or thrown away.
