I have to agree with secondhandsmoke, this is definitely about a guy who is in love with a girl who either doesn't really pay him much mind, is totally aloof, or may be interested in him but really doesn't know how to show it. Any way you see it, what is evident is that he is a bit lost with the lack of luster in their relationship. I tend to think it is the latter, but that is my interpretation of the song.
