I think this song refers to the traveler of the album encountering a river.
This only occured to me recently, but a capillary is a blood vessel, and this is Blood Mountain. It would make sense for it's river to be a capillary. Also, the crest of a river, in hydrology, is the highest level above a certain point (the datum point, or reference point) that a river will reach in a certain amount of time. This term is usually limited to a flooding event I think.
'12 years of silence' refers to blood mountain erupting after 12 dormant years, and its rivers beginning to flow again.
Also 'river flows violence', 'take away the anchor' and 'shattered wave' all enfoce water imagery.
