I agree with MascaraTears. It's about confusion in a relationship. In my mind, it's about a couple that have or are on the road to breaking up.

The whole talk about seeing a million faces pass him by and the fact that they're all the same... To me that refers to how unique this girl is.
"We're distracted by the hard times, and the troubles that we make"
Their relationship probably focused on negative things whilst ignoring the positives.
