To me, this song is about depression.
The 1st part goes about how you think you can get over it, but it smacks you right in the face again. ("seconds of light...Counting hours, searching the night")
2nd part is about how the depression is caused. That there is something amiss in one's life (a loss of a relative or someone close, or lack of friendship; love) That you need to talk to someone to help yourself, but can't bring yoursself about to talk because of your depression.
The 3rd part of reminiscing the past; looking back as a better time. ("Inside plays a lullaby Slurred voice over children cries")
The 4th part is wishing and hoping that some being beyond yourself to pick you up and help you, but you don't receive anything . You just wait. (His hand is waving a goodbye There's no response or action returned)
The final part is how all of these feelings cultivate on your personality. You act this way to others, and in turn you can't get a chance to help yourself. Thus, the evil of depression.
