Clearly this is about Iraq and the war. Referring to the Middle Ages when out of fear innocents were persecuted and put to death as 'witches' much today like the war in Iraq, everyone is scared so we go looking for a scapegoat.
I think the lines "Desperate and misinformed
Fear will keep us all in place " are a perfect representation of what's going on in our world today.
No one truly knows what's going on and we blindly accept what our governments tell us (Weapons of Mass Destruction that were NEVER there) and have fear instilled in us by our media.
