There is a "second man" inside of man/around him, that has different thoughts, different feelings from the "first man" i.e. your normal consciousness. And often another person senses this "second man's" thoughts and feelings stronger than you sense'em yourself. Anybody who really encounters other people in that way has begun to haver supersensual sensations. Very many people could have them today, in fact, if they were paying more attention to what they already faintly perceive in encounters with other people. And this change in perception is basic to any other change in politics, social attitudes, raising children, treating the environment well and so on.
So that song, as modest as it is, is also encouraging: Look at others the way I do; don't be scared if someone looks at you the way which is described here. Nice, I think.
