These lyrics are simply strange... I have no clue what they are about... not surprising considering that Malcolm Mooney ended up in an insane asylum...
He's talking about sexual liberalization. From a western perspective we see women as fertile, and beautiful, independent etc., they've found their voice sometime in the 60s and beyond during women's rights movements. A woman can be functional and powerful like a man, but can still be beautiful and weak, as Mooney says "All appointed to the definite beautiful. Mother who invents the aiding, Woman who just lies there waiting" In western society we see women as sort of muses who inspire men to take action, but more and more in modern society we also see them as equals in ability...

They have been liberalized, they have found a voice. On the other hand, a lot of men dont have this ability to be sexually liberalized, they don't have the right words or feelings to describe it. Men are simply tools, things that take action, things that are ugly yet effective. They have no time for beauty they are simply meant to be ,effective "men". We dont appreciate a man for his beauty or weakness, we only value his strength and coarseness. For an example, think of a television beer commercial, how many have you see with lesbians making out, bros high-fiving, grilling meats, etc. But how many do you see with two men making out? Its non-existent, our society is fine with the thought of women loving eachother, because they have been sexually liberalized, but I would say we still have a lot of misgivings, as a society, when it comes to two men in love. It seems more silly, weak, and less authentic from a societal view. Men have not had a this same catalyst as women. From this day and age men cannot say in a similar way to women "I am beautiful and strong" its only "I'm strong" for men. Our western societies still do not appreciate the beauty and sexuality of man like we do woman. Although I feel like the change is coming, if slowly and gradually.
