My first impression was that it was about being in love during a revolution or civil war. "Hell knows that I'll appeal/How you lost your smile" makes it sound like the circumstances effected their relationship. The lines "And the earth shook with the sound/Of clicking boots at killing pace" and "A right to use force is a party/(in its own right)" make me think of military force. The part in the song about a dead wedding party in the sand brought to mind all news stories from the Middle East about bombs going off during weddings. I don't know if I'm close at all but this is a beautiful, anguished song.
