besides the somewhat obvious allusion with the line "it's a bearded man with a wanted sign." directed towards osama bin laden, i'm pretty sure. as if we're just using him to make our pain go away for whatever has happened.

and for the rest i've always taken it as the neighborhood drunk is just like everyone else, he can still be on wallstreet, but be a self-damaging human just trying to get the "same eternal weekend" that we all want and that we're never getting at, always following behind a dangling carrot. (reminds me of bugs bunny!)
