This song was actually part of a very early compilation of songs done by teh band under the name (and album title) of "The Civilian Project". Kinda wierd, eh? It includes We Got the Whip, an alternate version of half the songs on the 'Audioslave' album (Gasoline, Bring 'Em Back Alive, Shadow on the Sun - the version on 'Collateral's soundtrack and a MUUUUUCCCCCCHHHH cooler solo, the single version of Like A Stone which is different from the world release album version, Cochise, and Near as I Can Figure (a.k.a. Show Me How To Live, with different chorus lyrics), and this song of course. I can't actually find teh album. Think it was only sold in Australia.

Anyways, the meaning:

I think it's a sarcastic 'i wish your life was nicer to you' kind of thing. Sarcasm being in the middle of the second verse -- "sure as life a rose could blush just from your smiling, and a waterfall would cry" - roses are already blushing, and waterfalls already cry. May mean that the person he's singing to is butt-ugly. He's obviously speaking about a person nobody notices, or even wants to - "terrified the world will never turn to look at you, and the sun won't see you shine", and wants to see this person be happier, sarcastic or not.
