I think it's a play on words - heartwork/artwork. Almost every scouser would drop the h, so Jeff would probably have done the same. It seems to be advocating art 'from the heart', the complete opposite to the corporate dreck described in 'No Love Lost'.
i live in liverpool and scousers dont really drop the h sound, rather its quite pronounced...like, people take the piss out of it..."HArder" rather than "Arder". but interesting point nonetheless
