It reminds me of a song for a brand of chips or something.

I think that when he mentions the "blind builder" and his "deaf daughter" he's not meaning it literally.
By saying he's blind, perhaps he's meaning it in a way like, the builder doesn't see the things that really count in life, and he's always at his daughter about the choices she's made in life,etc. I guess she starts to ignore what he says, making her, in a way, deaf to what he says.
