I dont know if they mean a particular song or group. Nirvana is mentioned here, and Blink182. When I first heard the song, I also tried to guess what song they could mean.
I think it is about music industry in general, perhaps about "Nu Metal" groups, Steven Wilson seems to dislike them (or at least he uses this term for commercial-oriented bands who play all the same stuff), if you listened to his interviews on the PT website.
