The "grey, concrete desserts" surely is a symbol for east germany and you're right that they're talking about the differences within germany.

These lines describe the current situation. lots of young people move to west germany because of better job opportunities. I don't see a critic against capitalism here, but against the "ancient propaganda" of which the people in east germany suffered before the reunion
