ok well... personally i think anyone who said its about his father is wrong, and anyone who said its about his fans are slightly right... this song is about a "brotherhood" in this song. Theres are many references to wars in this song and how we as humans never cease to change
we never learn from our pasts and continue to war with our brothers (blood brothers)
but the war Iron maiden is singing about is not a physical war with another country but instead it is a war between our own peoples.

In this part of the song it mentions how we humans have not changed and continue to let our own children and neighbors suffer in our own self-caused civil battles.
Blood brothers in this sense is showing that EVERYONE is a blood brother and yet we still continue to battle each other for land, money, and self gain, and that the singer feels ashamed at times of how stupid people can be and messed up in this fight filled world.
And finally, if we as blood brothers wanna make things right we need to realise what we have been doing, what people in the past have done, and take the opportunity to pray to the past for guidance to the future
