I don´t know if people outside Sweden gets it, but Black Cab is a word-by-word translation of "Svarttaxi". (Svart=Black, Taxi=Cab).
Svarttaxi/Black Cab means to take an illegal cab home. I think that´s what he means with "they might me psycho killers". That you never know what kind of person driving that "cab" are. Maybe they try to rob/rape you. Have happend a lot of times in Sweden.
