Neeley (who sang with Conor on "Feb. 15") was a friend that grew up and left him behind, so to speak. Conor is saying he would rather stay in that summer, the time when he and Neeley were depressed and drunk together. But Neeley grew up and changed, and Conor wasn't ready to do that.

Elliott Smith was a musician, a heroin addict who ended up committing suicide in 2003. Elliott is not his real name, he actually changed it from Steven. The "shape that moves Like echoes through my empty room" is Elliott's music that we will always have.

The ending is a resolution to "write (his) own ending," to make his life complete, "gold and green and shrewd" unlike the unfinished lives left by suicides. In his work and his responsibility to his fans and friends and everyone who cares about what he's writing in those piles of paper, he has found a purpose I think. And he's grateful for having us and them and each day, even though he has been hurt by his past, even though Neeley changed and Elliott died, it's okay...
