I think that the blood machine is a metaphor for maybe a cult in which long arm and Butchie Bleam are members of if not leaders of. The blood machine could also be kind of a simplification of the actions of the cult. I believe that this cult is very religious in that they follow the good morals of any western based religion that believes in god and what not. In these religions (now adays to a lesser extent) dancing is in direct connection with sex which is taboo outside of marrage. Also maybe this cult feels that by killing people why they are young, they wont become corrupted by such things like "dancing" and so they are "saving" them. So maybe now that butchie bleam is in love with cecillia, long-arm (still holding to his beliefs) dismisses him back to the cult because "good boys never get to dance". Maybe Cecillia told long-arm and butchie bleam about her encounters with her father Arthur McCloud and they feel that she has alreaday been corrupted so there is no sense in killing her. However, the McCloud boys are still pure and innocent so if they are sent to god now, they will be safe as opposed to wating for them to become corrupted.
