To me, it sounds like he's talking about this girls fight with depression or something and there's nothing he can do. He says, "you're so shy" and the mention of the "razors in your heart" sounds pretty ominous.
"emergency", sounds as if he's struggling to help her with this.
I'm not sure about the lines about it being a "long time ago" though....
