Simply: I believe this album was written during or right after Roland Orzibal was involved in an extramarital affair. Many lyrics seem to allude to this. "Falling Down" is about the affair. Orzibal is actually a fairly devout Catholic (not a nut like Mel Gibson, more along the likes of U2's Bono, another liberal but devout Catholic). He felt very guilty about the affair. Hence this song, with it's allusions to having "lied to the nation" and his move back toward "trying to lead an ordinary life" despite the "weight of this crime."
