I get the impression, and i may well be wrong! that its about people in higher places, and how its a tad unfair on the rest of us! In this verse surley by 'the crown' he means the royal family? and when ever you see the royal family in public, the crowds are huge. Surley this means that the crowd, normal working people, are slaves who never rest. This is what i make of it anyway. Civil means something like 'applying to ordinary citizens'. Therefore the fact that the royal family sit on their rich fat arses all day and do nothing whilst the thousands of faces in the crowd have full time jobs and keep the royal family is civil sin?
