This song clearly is about someone who (in some unknown manner) is trying to make themselves seem better/more important than other people.
That is, the person is NOT actually better/more important than anyone else, but is falsely acting like they are.
I love this song because a lot of people in my life are "threes dressed up as nines"...what teenager doesn't know someone like this?
