It exists, it is seen, but there is nothing, only an infestation of locusts, the locusts that are responsible for killing everything and making it into a wasteland.
The analogy, the meaning, is that this is a person. I've had this happen to myself many times - I stop to look deep inside someone, thinking that glimmer of light might be some hope of something good. And I end up feeling as dead inside as they do, because their locusts are the only thing that's left to greet me. They destroy me as well. And I wonder why I even bother.
