I guess there was an actual "Mister Marks" who ran a temp agency and is the one referred to in this song. After hearing it, he wanted to use it for his own commercials, but Paul kept strict to his policy of not allowing his songs to be used for commercials(a policy he only broke just recently for the song Fine Line).
