I always took this as he was unable to make sense of his surroundings and happenings; he was unable to put the pieces to life's puzzle together and make sense of it all, so he's just left with static; white noise; he couldn't make any connections or see any harmonies. I think when he says it's "coming out" and "if it's not out now I know it's just about to drown tomorrow out" he's saying that he knows if he doesn't start to put the pieces together, he's going to get lost in the frustration and not be able to take advantage of his future.
